e-Frame European Framework for Measuring Progress
WP7 Stakeholders inclusion
|Starting time:||March 2012|
|Objectives:||The definition of a set of societal progress indicators needs to face a major challenge in order to be used and applied in decision-making processes. This is granting legitimacy to the tools, which means that the issues highlighted by the indicators are considered important and that selected indicators provide meaningful measures of those issues. The general answer to this is that indicators must be developed with the participation of those who will use and learn from them. This means involving all relevant stakeholders in the framework selected for measuring progress in order to activate deliberative processes at different local levels. The work package objective is collecting relevant local and national experiences in this field and producing guidelines of action.|
|Description of work:|| Task 1: Methodologies for stakeholder inclusion and public deliberation (ONS)
This work will be comprised of a consultation exercise with key stakeholders, the results of which will feed into a set of guidelines and methodologies for stakeholder inclusion at the EU level. It will also include reporting on the impact on citizens, relevant stakeholders and policy makers that have emerged from the Council of Europe’s methodological guide 'Concerted development of social cohesion indicators'. We would endeavour to put together a virtual community from NSI's and other organisations with the aim of sharing best practice as well as reaching out and working with other related work packages. WP 7 foresees four major activities:
•To undertake a stock taking exercise of the major practices of citizens’ consultation carried out in this field by national and local authorities and by civil society organizations.
•To take into consideration the emerging results from the Council of Europe’s methodological guide 'Concerted development of social cohesion indicators'.
•To produce best practice guidelines for different methodology's of stakeholder inclusion for EU member states on how to best measure economic and social progress.
•To hold an event which would be a platform for bringing people together and discussing best practice, give ONS the opportunity to feed back our initial results from our stocktaking exercise, and allow feedback from delegates which ca be fed into results. This would be a one day event taking place in the UK.
